Constitution Amendment: Lawmakers Approve Local Government Autonomy, Others



Federal lawmakers in Nigeria have, in the ongoing Nigerian constitution amendment, approved autonomy for local governments and endorsed independent candidacy in elections.

The Senate at its proceedings on Tuesday approved several provisions adopted by the conference committee made up of lawmakers in both the Senate and the House of Representatives on the amendment of the 1999 Constitution.

Another amendment that was approved by the conference committee and endorsed by the Senate was provision for immunity of legislators in respect of verbal or written statements in the course of their legislative duties.

The inability of the Senate to form a quorum last week Wednesday stalled its consideration of the report of the conference committee on the review of the 1999 constitution.

At the resumption of plenary on Tuesday, the situation was remedied, paving way for the approval of the committee’s report.

The amendment empowered the National Assembly and the State Houses of Assembly to prescribe civil or criminal sanctions‎ for failure or neglect to obey summons issued to anyone by the National Assembly.

Immunity Clause Removal

The lawmakers also amended section nine by removing the need for presidential assent in constitutional amendment exercise while the amendment of sections 65 and 106 provided for independent candidacy in election, creation of the office of the Accountant General for the Federal Government, establishment of the office of the Attorney General of the Federation and Attorney General of a State separate from the Minister of Justice and Commissioner of Justice.

Amendment of section 225 of the Constitution empowered the Independent National Electoral Commission to de-register political parties for breach of registration requirements and failure to win either a presidential, governorship, local government chairmanship or a seat in the National or State Assembly.

However, the conference committee rejected the removal of the immunity clause for the President, Vice President, Governors and their Deputies in the proposed new constitution.

But the the House of Representatives had, last week, approved the removal of the immunity clause for the President, Vice President, Governors and their Deputies in the amendment to the constitution.

The Senate President, David Mark, said that the the constitutional amendment process would now enter a next phase.

All eyes will now be on the State Houses of Assembly to see which of these provisions would be adopted and which will be thrown out.

American: Jeffrey Fowle, Released From North Korea


Jeffrey Fowle, an American arrested in North Korea in May for leaving a bible at his hotel, has been released and is on his way home, a senior State Department official spoke on this on Tuesday.

An American government plane picked up Fowle on Tuesday before flying to Guam, the official said.

Fowle was arrested at the airport earlier this year while trying to leave North Korea.

Fowle's release earlier Tuesday  but agreed not to report the news until he landed in Guam.

White House Press Secretary Josh Earnest confirmed Fowle's release on Tuesday, saying the Defense Department had arranged his transportation out of the country at the North Korean government's request.

"We certainly welcome the decision," Earnest said, adding that the United States has no updates on the status of two other Americans imprisoned in North Korea -- Matthew Miller and Kenneth Bae -- and calling on North Korea to "immediately release them."

State Department spokeswoman Marie Harf echoed Earnest's call, saying the U.S. government "will continue to work actively on their cases."

She praised the "tireless efforts" of the Swedish embassy in Pyongyang, which houses the United States' representation within North Korea since the U.S. government doesn't have an embassy in the country.

Sen. Rob Portman said he's pleased Fowle "is returning home to his family and can close the chapter on a horrific ordeal in North Korea."

The Ohio Republican said he spoke with Fowle's wife and Robert King, the U.S. special envoy on North Korean human rights issues, after Fowle -- a Miamisburg, Ohio resident was detained. He said he worked with the State Department and "many other entities to bring him home."

In Nairobi, Kenya - On the bustling streets of Nairobi, hundreds of motorcyclists are weaving in and out of the already congested traffic. Without fear of incident, countless drivers put themselves at risk every day on these gridlocked roads.

Up to 13,000 people die in traffic accidents on Kenyan roads annually, according to a report from the World Health Organisation. But two brothers, Charles and Joseph Muchene, are hoping to stem the number of fatalities with their wearable tech venture, CladLight.

Launched last April, the sibling startup aims to make motorcycle riders more visible. Their first product is dubbed the "Smart Jacket," a reflector vest fitted with LED lights, a rechargeable battery and transmitters. The jacket uses wireless technology to connect an on board transmitter mounted on the motorcycle. This allows it to detect and reflect in real time the rider's movements at traffic lights and turnings.

"We put lights on that vest and the lights are controlled remotely so they indicate clearly the intents to turn right, left or break when you are riding your motorcycle," says Charles Muchene.

"We are expecting to bring sanity onto our roads," he continues. "And we are hopeful that we will have a reduction of accidents that are happening," adds Muchene. "If measures are not taken, we are going to have even double the number [of fatalities on the roads]."

"There are no crossroads anywhere and so actually 47% of the deaths are actually pedestrians, according to the last report I saw by the police."

Muchene agrees that drivers are the root of the problem. The young entrepreneur says it's a common tradition to gift high school graduates a motorcycle upon completion of their education -- but adds that that very few riders enroll in driving school to learn Kenya's road rules.



Oscar Pistorius Has Been sentenced to 5 years in prisonment




Earlier today, Oscar Pistorius' fall from grace culminated Tuesday with a five-year sentence in the shooting death of his girlfriend.

The sentence was imposed for the charge of culpable homicide, which in South Africa means a person was killed unintentionally, but unlawfully.

Under South African law, he will have to serve at least one-sixth of his sentence -- 10 months -- before he can ask to be placed under correctional supervision, usually house arrest, instead.

Pistorius was also given a three-year sentence on a firearms charge, but it was suspended for five years on condition he's not found guilty of another crime where there's negligence involving a firearm during that period.

That count related to an occasion when Pistorius discharged a handgun under a table in a busy restaurant. No one was hurt.

During his trial, the double-amputee sprinter often sobbed at the mention of his girlfriend Reeva Steenkamp's name. He insisted that he mistook her for an intruder when he shot her through a toilet door on Valentine's Day 2013.

But there was very little visible reaction from Pistorius as the sentence was read out in the Pretoria court.

Speaking to CNN's Robyn Curnow in the last few weeks before his sentencing, Pistorius told her that he would respect and accept the decision of the court and that he was not afraid of imprisonment.

He said he hoped to contribute while in prison by teaching people how to read or start a gym or running club.

"Oscar will embrace this opportunity to pay back to society," his uncle, Arnold Pistorius, told reporters. "As an uncle, I hope Oscar will start his own healing process as he walks down the path of restoration. As a family, we are ready to support and guide Oscar as he serves his sentence."

From a globally lauded athlete to convicted killer, Oscar Pistorius' fall from grace will culminate with his sentencing Tuesday.

The Olympian will be sentenced for culpable homicide for the death of his girlfriend, Reeva Steenkamp. Culpable homicide in South Africa means a person was killed unintentionally, but unlawfully.

During his trial, the double-amputee sprinter often sobbed at the mention of his girlfriend's name. He insisted that he mistook his girlfriend for an intruder when he shot her through a toilet door on Valentine's Day 2013.

Steenkamp, 29, was a law school graduate who turned to modeling in recent years.

"She was the kindest, sweetest human being, an angel on earth," said her agency, Capacity Relations.

Pistorius, 27, made history when he became the first Paralympian to compete in the able-bodied Olympics in 2012. He was born without the fibulae in his legs, which were amputated below the knee when he was 11 months old.

At the London Olympics, he ran on special carbon fiber blades that earned him the nickname "Blade Runner." Even though he didn't medal, he became an inspiration to the disabled and a national hero in South Africa.

Pistorius talked about his fame as a role model before the shooting.

"Obviously, being an international sportsman, there's a lot of responsibility that comes with that," he told CNN. "So having to remember that there are kids out there, especially, that look up to you is definitely something that you need to keep at the back of your mind."

Brad Pitt triumphed over Ben Affleck at the box office last weekend as World War II drama "Fury" ousted "Gone Girl" from its two-week ride as the nation's No. 1 movie.

Brad Pitt stars in "Fury" as a U.S. Army tank commander behind enemy lines in Nazi Germany. With an estimated opening weekend of $23.5 million, "Fury" is no blockbuster, but it does give Pitt bragging rights over his pals George Clooney and Matt Damon.

That duo's WWII flick, "The Monuments Men," opened in February with just $22 million -- a distant second to that weekend's blockbuster debut, "The Lego Movie."

After a fortnight in front, Ben Affleck and "Gone Girl" settled for second place, even as the acclaimed thriller crossed the $100 million mark in domestic box office and $200 million worldwide.

That's all the more impressive considering the fact that the dysfunctional couple at the center of "Gone Girl" puts it in the same "worst date movies ever" category as "The War of the Roses" and "Fatal Attraction."

Nollywood super stars, Funke Akindele – who rose to unending fame after her “Jenifa” movies hit screens nationwide and Stephanie Linus, who has been a screen diva for many years, are both working on new projects.

It is confirmed that the two actors are working on Reality TV show...

Funke Akindele, who attended the Genevieve Pink Ball fundraiser over the weekend, stunned in a Jovani earth-tone dress, with pink accessories to fit the “pink” theme of the party.

Asked what fans should expect as 2014 winds down, Funke Akindele dished about her new TV series, called “Jenifa’s Diary”, which has started filming. So for fans expecting another Jenifa movie, sorry!

“The Reality Show is just in pre-production” she said, adding that fans should expect a new movie by December.

As far as we know, the movie would speak against stigmatisation of those living with HIV/AIDS.

“I’m very passionate about people not stigmatising people living with HIV/AIDS… We want to say a big no to stigmatisation of people living with HIV/AIDS,” she said.

Meanwhile, Stephanie Linus, who had a dream location wedding in 2012 and never fails to gush about her husband, is out for young couples and wants to help them “have a fabulous time with one another”, with her own show.

If you guessed that “Make Me Fabulous” would be a great name for the show, you guessed right!

Her movie, Dry, will also go through a private screening in Wales, United Kingdom and should be released soon.

Asides that, Stephanie is working on a few movie projects, which are still under wraps, as well as a perfume line.

Amazing: #This Kitchen And Backyard Took Five Years To Create.


Artist Liza Lou spent five years creating a life-size kitchen and backyard out of tiny glass beads. Everything in the two spaces is made of brightly colored glass beads known as "seed beads" and often used for making jewelry. The food, the water in the sink, the furniture and fixtures, and all 250,000 blades of grass in the backyard are made from seed beads. Lou used millions of beads to create these scenes, and used nothing but her hands and a pair of tweezers to place each one in the right place. She started working on the kitchen in 1991 and completed in 1996, and the backyard began in 1999.

While it's an impressive piece of work, you might ask yourself why anyone would spend five years doing this. It seems that Lou enjoys creating scenes like this out of unlikely materials. She also has help from volunteers.

Meticulous craft work like this is nothing new for Lou, who created large-scale work out of small-scale items for some time. Lou previously worked on other projects concurrently while creating the kitchen and backyard. (Check out her latest project, Color Field.) After settling in South Africa in 2005, Lou began working with Zulu artisans who use the traditional methods of beadwork. This work inspired her to use a similar method in her own art. Her work, however, is not in the Zulu tradition.

Consider this an inspiration if you happen to have about 30 million beads lying around. Let's hope you have steady hands!

Kwara State Is Looking To Handover Schools To Proprietors


The Kwara State government is looking to hand over public schools in the state to proprietors willing to wholly run the schools, as a way of ensuring an improvement in the standard of education in the state.

In a meeting with education stakeholders in the state on Monday, Governor Abdulfatah Ahmed, reiterated the government’s readiness to also fully take over schools from proprietors willing to hand them over to the government.

Stakeholders at the meeting were drawn principally from faith and community based schools in the state.

Governor Ahmed said that the government had sent the necessary bill to the State House of Assembly for appropriate legal backing for the new education policy.

Access To Qualitative Education

He told the gathering at the Banquet Hall opposite the Government House that the government wanted to ensure uniform policies for all the schools in the state.

According to the Governor, the huge finances expended on the education sector and a desire to return schools to proprietors who wish to run the schools on their own informed the decision.

The governor assured stakeholders that “the government will pursue every opportunity that guarantees every child access to qualitative education for the greater good of the society”.

According to the governor, the new policy will be guided by transparency, collective responsibility and will also focus on the future of the Kwara child.

“If we want a brighter future for our children and the nation to compete favourably in the international community, we must be concerned about the quality of education we deliver to the future leaders,” the governor said, promise that the government will ensure equity, justice and fairness in making quality education accessible to State indigenes.

He said: “It has become imperative for government to review the concept of aiding faith and community based schools with grants in compliance with modern realities”.

Some representatives of the private, community and faith based schools in the state commended the initiative of the governor for his plan to return schools to those ready to run on their own while others called for unity and understanding between the faith based schools to avoid rancour in the state.

It is expected that when the bill for the return of the schools is finally passed by the State House of Assembly, it will bring more unity and enhance the quality of education in the state.
